Gallup agreed to terms on a one-year, $3 million contract with the Raiders on Monday, Adam Schefter of ESPN reports.
Analysis: After a six-year stint in Dallas to start his career, Gallup will get a fresh start in Las Vegas. His second year with the Cowboys generated plenty of optimism, as he tallied 1,107 yards receiving to go along with six touchdowns. However, he has failed to replicate those types of numbers since. With Davante Adams and Jakobi Meyers locked in as the Raiders' top pass catchers, Gallup will compete with the likes of Tre Tucker and DJ Turner, among others, for the No. 3 pass-catching role.

O'Connell remains in position to compete with Gardner Minshew for the starting job this offseason, after the Raiders refrained from selecting a rookie quarterback in the 2024 NFL Draft, Mark Anderson of the Associated Press reports.
Analysis: Las Vegas was an oft-theorized candidate to add a QB in April's draft, but six signal-callers ultimately went off the board before the team's first-round selection at No. 13 overall, which became playmaking tight end Brock Bowers. The team invested second- and third-round selections in offensive linemen Jackson Powers-Johnson and Delmar Glaze, putting whoever wins the 2024 starting gig in a better position for success. O'Connell completed 213 of 343 pass attempts for 2,218 yards, 12 touchdowns and seven interceptions across 10 starts last season, which is solid rookie numbers for a fourth-round pick, but Minshew boasts enough experience that this offseason should play out as a true competition.

Analysis: Minshew joined Las Vegas early in free agency back in March, and while it looked like the team was a candidate to add a rookie via April's draft, six quarterbacks came off the board before the Raiders' first-round selection of tight end Brock Bowers at No. 13 overall. Las Vegas also boosted the O-line with premium picks, selecting second-round guard Jackson Powers-Johnson and third-round tackle Delmar Glaze, so whichever of Minshew or O'Connell ultimately wins the starting role looks to be in a notably better position to succeed.

Analysis: Since the end of last season, the Raiders notably bid adieu to Josh Jacobs, who had served as the team's top RB since 2019. Following free agency and the draft, White remains projected to pace the team's rushing corps in 2024, with newcomer Alexander Mattison on hand to work in a complementary role, while Ameer Abdullah and rookie sixth-rounder Dylan Laube profile as change-of-pace options. Though it remains to be seen how much volume White yields to his teammates, the 2022 fourth-rounder nonetheless appears poised to see a significant enough uptick in touches (after recording 104 carries and 15 catches in 17 regular-season games in 2023) to maintain weekly fantasy utility this coming season.

GM Tom Telesco said Thursday that he excepts Mayer to "take a leap this year" even though the Raiders drafted fellow tight end Brock Bowers at No. 13 overall, Nick Walters of KTNV Las Vegas reports.
Analysis: The Raiders presumably plan to use a lot of multi-TE formations, but the new competition for snaps and targets is nonetheless terrible news for Mayer's fantasy value. He and Bowers were arguably the most productive tight ends in college football over the past half-decade, with Mayer recording 2,099 yards and 18 TDs in three seasons at Notre Dame and Bowers putting up 2,538 and 26 over three seasons for Georgia. While Mayer is both taller and heavier, Bowers is faster, more agile and an earlier draft pick (Mayer went 35th in 2023). On the bright side, Telesco said there's "no concern" about the foot injury that brought Mayer's rookie season to an early end after 14 games (12 starts) and a 27-304-2 receiving line, Paul Gutierrez of ESPN.com reports.

Adams said Sunday at his annual youth football camp that he intends to play for the Raiders next season, Tashan Reed of The Athletic reports.
Analysis: There was some speculation early in the offseason that the Raiders could pursue trading their star wideout, but GM Tom Telesco shot that idea down in late February. Adams' comments Sunday seem to solidify the expectation that he'll remain with Las Vegas for a third campaign in 2024. Adams reached the 100-reception mark for the fourth straight season in 2023, but his 1,144 receiving yards and eight receiving touchdowns were his lowest totals since 2019, when he played in only 12 games due to a toe injury.

White is the Raiders' expected starter at running back following the departure of Josh Jacobs, with the recently signed Alexander Mattison likely to serve as his top backup, according to Tashan Reed of The Athletic.
Analysis: Once Jacobs headed to Green Bay, it seemed inevitable that the Raiders would fortify their running back corps, either through free agency, the draft, or both. In Mattison, the team adds a player who made 13 starts for the Vikings last season, but at this stage it appears as though White -- who had an impressive finish to the 2023 regular season -- has the inside track to lead Las Vegas' backfield in 2024. In such a scenario, White would maintain fantasy utility, though his upside in that regard could hinge on how much volume he cedes to Mattison, who has three-down experience. Meanwhile, Ameer Abdullah remains on hand to provide a change-of-pace presence, with Brittain Brown, Sincere McCormick and Tyreik McAllister also in the mix.

Analysis: In 16 games for the Vikings during the 2023 regular season, Mattison had 180 carries for 700 yards and caught 30 of his 44 targets for 192 yards and three receiving TDs. With the Raiders, Mattison -- who turns 26 in June -- is slated to provide the team with needed backfield depth and a complementary option alongside 2022 fourth-rounder Zamir White following the free-agent departure of Josh Jacobs. Assuming White serves as Las Vegas' top RB option, Mattison's weekly upside will be modest, but if White is injured or struggles at all as the 2024 season progresses, Mattison could reenter the fantasy lineup equation.

Analysis: Bryant is slated to replace Austin Hooper as the the veteran backup to 2023 second-round draft pick Michael Mayer (toe) in Vegas. After exceeding 200 receiving yards in each of his first three seasons, Bryant had just 81 yards with the Browns in the 2023 regular season despite suiting up for all 17 games. He can make up to $4 million in 2024 with incentives.

O'Connell (finger) looks set to compete with Gardner Minshew, whom the Raiders plan to ink to a two-year, $25 million deal, for the starting quarterback job, Tashan Reed, Larry Holder and Jeff Howe of The Athletic report.
Analysis: O'Connell put together a solid rookie campaign for a fourth-round pick across 11 regular-season appearances (10 starts), completing 213 of 343 pass attempts for 2,218 yards, 12 touchdowns and seven interceptions. Minshew is an established veteran and represents real competition for O'Connell, having thrown for 3,305 passing yards, 15 touchdowns and nine INTs across 13 starts with Indianapolis last season, but the 2023 draft pick out of Purdue could get a real chance to compete this offseason. Of course, things could get murkier if Las Vegas bolsters the QB position in April's draft, and this is an offense that will need to transform after losing Josh Jacobs to Green Bay in free agency.

White is situated as Las Vegas' top running back entering the new league year with Josh Jacobs slated to ink a four-year, $48 million contract with the Packers, Kevin Patra of NFL.com reports.
Analysis: White is facing real opportunity atop the Raiders' depth chart after an impressive end to the 2023 campaign in which he averaged 114.3 yards from scrimmage per game across the team's last four contests with Jacobs sidelined. While Las Vegas still could add significant backfield competition via free agency or the 2024 NFL Draft, White currently has few established names behind him aside from special-teams ace Ameer Abdullah, whom the Raiders opted to re-sign. White's final numbers across 17 regular-season appearances in 2023 came to just 104 rushes for 451 yards and one touchdown, plus 15 catches for 98 yards on 19 targets, but the 2022 fourth-round pick has a clear path to a significantly increased workload looking ahead to the 2024 campaign.

Analysis: Per Pelissero, Minshew's deal is for $25 million and includes $15 million fully guaranteed. Given those reported numbers, Minshew should have a chance to compete with Aidan O'Connell for the Raiders' starting QB job. Minshew -- who turns 28 in May -- recorded 3,305 passing yards to go along with 15 TDs and nine picks in 17 regular-season games (13 starts) with the Colts in 2023. With Minshew on the way out, 2023 first-rounder Anthony Richardson, who is bouncing back from a shoulder injury, is poised to reclaim Indy's starting signal-caller assignment this coming season.

Analysis: Abdullah has spent the last two seasons with the Raiders, and he'll now remain with the team for the immediate future. The 2015 second-round pick has appeared in all 34 of the Raiders' games since signing with the team, recording 451 yards from scrimmage on 63 touches. The veteran running back is expected to serve as a depth piece in Las Vegas' backfield once again in 2024.

Analysis: Hoyer appeared in three games (including one start) with the Raiders during the 2023 regular season, en route to completing 23 of 42 passing attempts for 231 yards and two interceptions. With a new GM (Tom Telesco) on board in 2024, Las Vegas will move on from the 38-year-old signal-caller, who now represents an option for teams looking for a veteran NFL backup with ample starting experience.

Jacobs was not among the players franchise-tagged ahead of Tuesday's deadline to do so, Aaron Wilson of KPRC 2 Houston reports.
Analysis: The same applies to Saquon Barkley of the Giants, which sets the stage for the pair of high-profile running backs to be able to explore their options in free agency next week. Per Adam Schefter of ESPN, tagging Jacobs would have cost the Raiders $14.1 million, so it's not surprising that the franchise didn't go in that direction. With the likes of Derrick Henry, Austin Ekeler, Tony Pollard and D'Andre Swift also eligible to become free agents in the coming days, it remains to be seen what sort of contract awaits Jacobs in a crowded RB market, and with that in mind it's still possible he could end up re-signing with Las Vegas.

GM Tom Telesco said Tuesday that the Raiders will make an effort to re-sign Jacobs (quadriceps) even though the running back isn't expected to get the franchise tag, Paul Gutierrez of ESPN.com reports. "We're going to explore pretty hard and see if we can bring [Jacobs] back," said Telesco.
Analysis: Telesco all but confirmed a recent Adam Schefter report suggesting Jacobs wouldn't get tagged. That's no surprise given the $14.15 million salary the tag would carry, combined with Jacobs' disappointing 2023 campaign, but it doesn't mean the Raiders aren't interested in bring him back on a cheaper deal. What's less clear is if the team will make a serious effort to re-sign him before free agency or simply let him test the market.

Raiders GM Tom Telesco said Tuesday that Adams won't be traded this offseason, Ian Rapoport of NFL Network reports.
Analysis: Adams has three seasons remaining on his contract, including a full guarantee on his $16.89 million base salary for 2024. The number is reasonable enough that he'd have considerable trade value, but it sounds like the Raiders are more inclined to keep him around, figuring the 31-year-old wideout can not only help them win games but also help ease the transition for whoever ends up playing quarterback. That said, Telesco might change his mind if another team makes a strong offer.

Jacobs (quadriceps) isn't likely to receive a franchise tag from the Raiders and figures to become a free agent in March, Adam Schefter of ESPN reports.
Analysis: It would cost the Raiders about $14.15 million to tag Jacobs for a second straight offseason, and this time he's coming off a disappointing, injury-shorted year rather than a career-best breakout campaign. After taking 340 carries for a league-high 1,653 yards (4.9 YPC) in 2022, the 223-pound RB dropped to 233 carries for 805 yards (3.5 YPC) in 2023 before missing the final four games with a quad injury. Jacobs still figures to command starter money when he hits free agency a month after his 26th birthday, but it won't compare to what he would've gotten on the open market last offseason if the Raiders hadn't tagged him. It doesn't help that the upcoming free-agent class is a strong one for RBs, with other potential options including Saquon Barkley, Tony Pollard, Derrick Henry, Austin Ekeler, D'Andre Swift and Devin Singletary.

The Raiders can add $11.8 million in 2024 cap space if they release Renfrow with a post-June 1 designation, Tashan Reed of The Athletic reports.
Analysis: Renfrow has just one season left on his contract, but the use of void years means dead-cap charges for 2025 and 2026 will accelerate onto the 2024 sheet if he's traded before June 1 or released without the aforementioned designation. Either way, the Raiders would avoid paying him an $11.53 million base salary, $100,000 workout bonus and up to $629,000 in per-game roster bonuses. It's an obvious move given his lack of production the past two seasons, though there is a scenario in which Renfrow stays in Las Vegas via a renegotiation or extension that drastically lowers his compensation. He's highly unlikely to have a trade market under the terms of the current contract.

Jimmy Garoppolo Suspended for PED violation

Garoppolo will be suspended for the first two games of 2024 for violating the NFL's policy on performance-enhancing substances and the Raiders are expected to release him this offseason, Ian Rapoport of NFL Network reports.
Analysis: Adam Schefter of ESPN reports that Garoppolo used a prescribed medication without having a valid Therapeutic Use Exemption from the league. He was likely headed for a release anyway, as the Raiders benched him in 2023 and can avoid paying an $11.25 million roster bonus if they cut the 32-year-old before March 17. This suspension may also allow the team to nullify an $11.25 million base salary that previously was guaranteed.
